In 2005, Essex County Council published its Traffic Management Strategy which included the Functional Route Hierarchy for Essex. This is a way of dividing up the roads by the type and volume of traffic using the road. This information is then used as the basis for other policies (such as the Speed Management Strategy) and to help Essex County Council manage the road network. The network is divided into County Routes (A and B Roads and some major unclassified roads) and Local Roads.
